Academic Bio:
Ms. Rita Fleming of Little Rock has served as Vice Chancellor for Finance at UA – Pulaski Tech since Feb. 16, 2023. In this capacity she provides executive leadership over the college financial and administrative affairs, including business office, purchasing, grants administration, student accounts, human resources and facilities.

Her many past positions include service as vice president of finance and administration at Henderson State University, associate vice president for finance at the University of Arkansas System, vice chancellor for finance and administration at Phillips Community College of the University of Arkansas, associate vice president for human resources and risk management at University of Central Arkansas, and senior associate director for finance at Arkansas Department of Higher Education.

Her educational accomplishments include a Juris Doctor from University of Arkansas at Little Rock, William H. Bowen School of Law and Bachelor of Science in Accounting at University of Arkansas at Little Rock. She is a certified public accountant.
