Dr. Cathy Riggins

Academic Bio: Dr. Cathy Riggins serves as the founding Director of the YouthBuild BRIDGE Program at UA-PTC, bringing more than 20 years of experience in educational leadership, federal labor program management, and workforce development. She earned a Doctor of Education in Educational Leadership from Arkansas State University and previously served as Assistant Superintendent of the Vilonia School District, where she was named the 2023 Arkansas ACTE Administrator of the Year and acted as lead project manager for the Vilonia Pathways Academy. In 2024, she founded CLR Integrative Constructors to build industry-driven training pipelines that connect classroom education with jobsite careers. An Arkansas Designated Master Principal, Dr. Riggins now leverages her deep background in career pathways and construction training to lead the YouthBuild BRIDGE initiative.
